ASEF Felicitation programme

ITANAGAR, Jul 4: All Sagalee Employees Forum (ASEF) has felicitated the class X, XII and APJEE-2011 toppers and other distinguished achievers of Sagalee Sub-Division on July 2 last.

Speaking as Chief of the felicitation function, Health Service Director Dr. K Nishing advised the student’s fraternity to devote in their education instead of wasting time in student politics.

Kridashree training concludes

BOMDILA, Jul 4: The first ever 3-days district level training for Kridashrees (PYKKA workers) concluded here today.

Altogether 42 Kridashrees from West Siang district joined the programme, which was conducted to train the workers help implement the Centre’s Panchayat Yuva Krira Aur Khel Abhiyan at grassroots level.

The training was conducted by Sports and Youth Affairs Directorate with the help of Lead Master Trainer R Mipi Reiterating the government’s initiative and seriousness on youth development programme, ADC B.Dehingia stressed the need for making a concerted effort and carrying out the responsibility with a missionary zeal. The commitment and innovations of the Kridashrees will go a long way in bringing out top class athletes and players from the area as the people of the north-east are naturally endowed with the requisite strength and stamina, he added.

School upgradation

ITANAGAR, Jul 4: Much to the delight of the local people, the Jomlo-Bari primary school in West Siang district has been upgraded to middle school during 2010-11 under Rashtriya Madhyamik Shiksha Abhiyan (RMSA). With this upgradation, one of the long-felt needs of the people of this area has been fulfilled. Jomlo-Mobuk circle ZPM Opung Jerang has shouldered the responsibility and persuaded the higher authorities to  upgrade the school under RMSA. Meanwhile, Jerang lauded the concerted efforts of all concerned in making the dream of the people into reality.

 

ANYACCU to move Govt

ITANAGAR, Jul 4: All Nyishi Youth Association Capital Complex Unit (ANYACCU) in a meeting today unanimously decided to approach the authorities concerned to earmark a plot of land measuring 300 sqm within capital complex for construction of permanent ANYACCU.

Meanwhile, ANYACCU has appointed Tatung Tato as its chairman (vigilance) for smooth functioning.

 

Vanamahotsava observed

ZIRO, Jul 4: Hapoli forest division, Ziro observed 62nd Vanamahotsava week here with the theme ‘each one plant one’.

According to Ngilyang Tachang, Range Forest Officer, Hapoli thousands of saplings have already been distributed to the schools, churches and to general public free of cost as a part of programme.

Vanamahotsava is observed every year in the first week of July, he added.

Dree festival

ITANAGAR, Jul 4 : The Apatani community of Yingkiong, Upper Subansiri district has decided to celebrate Dree 2011 in a befitting manner. Fulfill assurance: NYC

ITANAGAR, Jul  4: The Nationalist Youth Congress, Parang under Sagalee subdivision has appealed to the PWD and UD minister  to release fund for  infrastructure development of the Govt Residential School, Seema.

While responding to a public memorandum at Parang on January 24, the minister had assured to release fund for the infrastructure development of the said school. But the promise remains unfilled even after six month and before the beginning of new academic session of the school, the NYC said.

DC beaten up, Aalo tense

ITANAGAR, Jul 4: In a bizarre incident today, West Siang deputy commissioner Amjad Tak was beaten up in his own chamber during a bail hearing. As per report four people who were arrested this morning were presented before DC for bail. During the hearing heated arguments broke out between DC and bail petitioners. As a result of it the four arrestees along with the bailer physically assaulted the DC leading to serious injuries. Till filing of this report, DC Tak is reported to be admitted in hospital for treatment.

The four people arrested this morning include Jomkar Loyi, Minto Ete, Nyali Bagra and Gebin Loya. They were all arrested by police in regards to July 1 Aalo bandh. The district administration has declared 144 CrPC following this incident. While talking over phone, West Siang Superintendent of Police informed that all five attackers have been immediately arrested and booked under various provisions of law. He added that during the time of the incident four arrestees along with one bailer and advocates were present at the chamber.

Aalo town is under tense situation for the last few days ever since Paktu Ao Youth Welfare Association (PAYWA) called a 24 hours bandh to register protest against the district administration and the government over their failure to address demands including suspension of civil works at government higher secondary school, Aalo and Nehru memorial higher secondary school, Puakgumin, due to non-fulfillment of Rastriya Madhyamik Shiksha Abhiyan guidelines. Meanwhile a citizen of Aalo blamed DC himself for this incident and said, “DC Amjad Tak was working at the behest of some vested interests and refused bail without any reason.”  Further he added: “Tomorrow more number of people are arriving from villages for the bail petition of four arrested. If any incident happens because of the declaration of 144 CrPC,  DC and local MLA will have to take responsibilities.”

 

The untold saga of Tirap

ITANAGAR, Jul 4:  In recent times the twin districts of Tirap and Changlang has hogged the limelight for all the wrong reasons. Beside the insurgency problem, the recent decision of the Naga People’s Front to set up their base in these two districts has created a lot of controversy. The rest of Arunachal is wondering how the people of Tirap and Changlang could let a Nagaland based political party and underground groups (UG) have so much of clout in these two districts.  Many NGOs and students bodies of the state have questioned this move and opposed the NPF and question the silence of the citizens of these districts.

This journalist recently visited Tirap district to try to understand how insurgency has killed the very soul of Tirap residents. The poverty, insurgency and lack of development have made Tirap one of the most backward districts of Arunachal Pradesh. Still there are many villages which do not have road, health care facilities and electricity connection. It is this poverty and underdevelopment which lures many youths to join both faction of NSCN in search for better life. Also detail study shows that more number of youth from the eastern corner of Tirap district bordering Burma and Nagaland join insurgency groups in large scale. The reasons being cited is that this part of the district is more backward than other areas which shares boundary with Assam and therefore more developed because of better road connectivity.

Locals poured their heart out to this journalist but wanted their identity to be hidden for security reasons. “For a youth living under utter poverty in interior village life becomes directionless. Taking advantage of such situation insurgent groups lure the youth away with promises of a dignified life in the form of military uniform, money and power to dictate terms,” said a local villager of Khonsa

He further said, “Our youths do not have much idea about greater Nagalim and the Naga issues in general. For them joining a UG group is more about getting chance to live respectable life. This is all happening because the govt of AP and our local MLAs have left us to our destiny. They want us to fight against poverty, underdevelopment and the UG group on our own. For Arunachal govt we are a burden and it seems they want to get rid of Tirap and Changlang people.  As part of a strategy to win over villagers, NSCN have built schools and churches in the interior areas. “

Despite situation looking hopeless still people are hoping that this situation will change in coming days. Especially they hope that proposed Trans-Arunachal highway will usher in new an era of developmental activities in coming years. “Besides road connection, Tran-Arunachal highway project will offer job opportunities to many local villagers. Also emotionally it will make us near to our fellow Arunachalees after we get connected with them. We hope the state government will expedite this project soon and not hold back using insurgency as an excuse,” said a villager of Borduria.

Even in the midst of crisis, people of Tirap still hope and so now onus is on state government to turn that hope into reality. In the meanwhile residents of Tirap will continue fighting against the odds, for a better future.

  

12th five-year plan critical for Arunachal’s development: Gamlin

Guwahati/ITANAGAR, Jul 4 : Terming the 12th Five Year Plan as ‘critical’ for the development process in the state, Arunachal Chief Minister Jarbom Gamlin said that many of the infrastructure and other development projects that are underway now would see their fruition during the next Plan period and it was vital that the support of the Planning Commission towards the State should continue. He was speaking at the Regional Consultation on the Approach paper for 12th Five Year Plan, which was convened by the Planning Commission in Guwahati and chaired by its Dy. Chairman Dr. Montek Singh Ahluwalia. Chief Ministers of all northeastern states attended the consultation.

Describing Arunachal Pradesh as ‘special’ even within the Special Category States, Gamlin said that poor physical connectivity, low internal resource base, lack of skilled man-power and a long and relatively under-developed international border are some of the major constraints that the State faces at the beginning of the 12th FYP, which can prove to be impediments to the state’s growth targets.

Sharing some of the problems of the state with the forum, he said that difficult terrain combined with a very sparsely distributed population makes for a peculiar development challenge.

There are places which require 6 to 8 days of foot-march to reach and where a kg of salt costs  Rs 120, and a cement bag up to Rs 4,000. As such development activities in these areas turn out to be very costly.

“Our appeal to the Planning Commission is that while considering projects for such regions, typical formulae of cost-benefit analysis should not be applied. Rather, the vast intangible dividends that this kind of an investment would bring in the long run should be the guiding factor. In addition, the minimum population criteria now followed, results in a lot of our habitations not benefiting under many Centrally Sponsored Schemes. “We would request that the guidelines for the CSS should be made region-specific and should be framed only after extensive discussions with State Govts. and after field visits from Govt. of India officials. If achieved, this can be one our biggest accomplishments during the 12th FYP”, Gamlin said.

On the growth trajectory of the State, Gamlin shared that with about one-third of the nation’s total hydroelectric power potential being in Arunachal, hydropower will be the single biggest engine of growth for the economy of the State in the years to come. He said that the State Govt. envisages a capacity addition of 12,086 MW during the 12th FYP through commissioning of 91 hydroelectric projects. The entire potential is expected to be realized by the end of the 14th FYP period when the annual accruals by the sale of State’s share of free power are expected to be in the range of ` 10,000 crore.

 He however pointed out that since all this power would need to be evacuated to the National Grid through the Siliguri corridor, we must now seriously look at the Transmission System for evacuation.

Since the project is too big to be undertaken by the State government alone, it has to be taken up at the national level, the Chief Minister said, and hoped that this would get due attention in the approach paper and as transmission systems typically require three to four years to be put in place, work on this should start early.

Speaking on problems facing the education sector, he expressed the hope that the Planning Commission would examine a strategy of opening residential schools serving a cluster of villages rather than opening small unviable schools in each village. He also emphasized that in the higher education sector there are very few institutes of excellence or professional colleges in the Northeast, even lesser in the State. He appealed to the Planning Commission that in the 12th FYP, at least one Medical College, one Law College and two Engineering colleges should be sanctioned for Arunachal Pradesh.

Intervening on few state-specific requests, Gamlin said that for several of the key Centrally Sponsored Schemes like SSA, NRHM and JNNURM, the requirement of providing State Share may be done away with for strategic States considering their resource constraints. He also stated that the guidelines of many of the Centrally Sponsored Schemes are designed keeping in view the average national conditions.

“This really upsets all our development strategy calculations. As an instance, the biggest problem in our Education sector is teacher absenteeism, which can be tackled to a great extent by providing them govt. accommodation in far-flung and remote areas. But the SSA guidelines do not allow this. I sincerely hope we can re-look at these policies.”

The political as well geographically sensitive location of the state makes it obligatory on our part to leave no stone unturned in the development of this area. It becomes our responsibility to ensure that the fiercely patriotic population and their dream of a vibrant Arunachal Pradesh, at par with areas they see across the Border in terms of development, is fulfilled, Gamlin added.

 Till such time that the State starts getting dividends from the hydroelectric projects and other revenue sources, handholding from the Govt. of India will be a necessity. Under these circumstances, the only viable alternative is infusion of large doses of investment by the Central Govt. into the State.

“We earnestly request that the unflinching support that Arunachal and its people have received till now should continue over 12th FYP period also. Only then can the vision of a self-reliant people will be achieved”, Gamlin added.

The Chief Minister was accompanied by a high-level delegation comprising Finance & Planning Minister Kalikho Pul, Principal Secretary to CM Yeshi Tsering, Commissioner PR and RD Tape Bagra, Secretary UD Kapa Kholie, Secretary Social Welfare Hage Batt, Secretary Planning Ankur Garg, Director PR Bidol Tayeng, Director State Plan CL Tungkhang, Director Social Welfare R Riba and a host of other officials. The two-day consultations, which also include interactions with PRI representatives, entrepreneurs, NGOs and representatives from trade unions, is expected to come out with a north-east perspective on the strategy to be adopted in the 12th Five Year Plan.

 

The elusive reading culture

If we go through the pages of history we learn that in the past might was right. All disputes and contentious issues were decided by the power of swords, spears and guns. This wrong concept of ‘might is right’ is no longer relevant in the present context and is a thing of the past. Today knowledge is power. The pen is mightier than the sword. Now, where do we acquire knowledge from? Obviously mostly from books. Where do we find the books? Of course, books are mostly found in the libraries. Sadly, reading culture is as good as non-existent in our overtly glorified young state Arunachal Pradesh. Every district headquarters in the state boasts of a well-established library containing many precious books of unlimited knowledge. But to our great chagrin, these treasures of knowledge are gathering dust in the libraries with only a few people using them. If any body visits these libraries today during any working hours, he will not find any visitor except the librarian and his assistant sitting on their chairs reminiscing on the glorious past when their library hall used to be unmanageably full with readers from all walks of life.  In fact, many people are not even aware of the existence of libraries in their places. If any body asks a passer-by the way to the district library, in all probability, the passer-by will not be able to tell. But if the same person asks the same passer-by the way to the JE’s residence, he will tell him correctly. Today’s Arunachalee has become so materialistic that he has totally ignored the most important aspect of life, ‘the endless pursuit for knowledge.’ It is no doubt necessary to strive for material progress in life but the pursuit to gain knowledge, especially through reading books must not be conveniently ignored. Learning is a life-long process and one must learn as long as he lives.

However, the saddest part of the sad scenario of dwindling library book users is that even most of the teachers and the students do not visit the libraries. In the past people used to jostle for space in the libraries. Some readers even used to borrow library cards from others in addition to their own to get more books. In order to quieten the large gathering of readers the librarian used to display at a vantage place ‘SILENCE PLEASE.’ Now, that display board is missing from most libraries as there is a deafening silence with not a soul to be seen in the huge library hall. It is a fact that TV, Internet, mobile phone and other modern means of entertainment and easier mode of acquiring knowledge are some of the visible factors which are keeping the people away from the storehouse of knowledge – the library. But the knowledge-seekers must realize that it is only the books from where true knowledge can be acquired.

The former President of India Dr. A.P.J. Abdul Kalam, a philosopher scientist, during his interaction with the school students at NERIST in Arunachal Pradesh, told the school children that library is a life-long treasure and passionately encouraged the young students to cultivate the habit of reading and collecting books. Paradoxically, in our state little or no importance is accorded to growth of reading culture. Every body, including the educated ones wants to get rich overnight. Interestingly, in our state, the main aim and ambition of every moneyed person is to become an MLA, may be, for him, it is the most lucrative job with not much to do except hoodwinking the gullible public during elections. Most of these so called neo-rich Arunachalees are least bothered about reading culture. The library is absolutely of no use for them.

In the past when we were students there used to be a library period in the school routine. Today, the world has become fiercely competitive. In order to prepare the students to compete successfully in this cut-throat environment, the schools should declare one library day in a week. It may be so arranged class-wise that academic classes are not in any way affected. The students should be allowed to read the books in the district libraries and not only in the school libraries which do not have adequate books and varieties. Likewise, it should be made mandatory for the teachers to possess a library card and allowed to visit the district library at least once a week. As a matter of fact a library should be the most frequented place for a teacher. They are knowledge-givers and knowledge is found in the books. I remember that in the earlier days there was a very healthy practice when every government employee posted in the district had to compulsorily enroll himself as a library member and got a library card made in his name. In the event of any employee being transferred from a particular place a clearance certificate from the district librarian was a must to finalize his transfer. This practice greatly encouraged the people to read books of their choice and a visit to the library was a favourite way of passing time that was gainful too. In our state inculcation of reading culture, especially among the young people is still a grey area that needs to be addressed by all sensible persons. We are doing a great disservice to ourselves by neglecting our libraries. Many people in Tirap district do not know that the district library at Khonsa is one of the best in the whole state. In 2001 the Khonsa district library won an award for being one of the best maintained libraries in the Northeast. It has many invaluable books covering wide variety of subjects. But as I said earlier only a handful of readers utilize them.

In other developed societies, libraries and reading culture are given utmost importance. Many intellectuals, film actors, politicians etc. even travel abroad just to read books. The hobby of some of the top and well-informed politicians in our country is reading books. But sadly, if one listens to the speech of some of our great people, he will not make out any head or tail. This is because of sheer lack of reading culture. We learn only if we read. These great people do not make efforts to brush up their knowledge by reading books. It is about time we make library movement in the state by creating awareness among the people. We must make a conscious effort to inculcate a reading culture among all educated people, especially the young because it is our young people who will carry forward our legacies. Irrespective of what we pursue in life, the pursuit for knowledge must not be allowed to elude us at any stage of life. Let us together create an enlightened society by creating awareness on need for reading culture and make our state a better place to live in. IMFL worth over one lakh seized at Ziro

Ziro, Jul 4: Huge quantities of Indian Made Foreign liquor (IMFL) and beer worth over Rs. one lakh were seized from some grocery shops of Ziro (Hapoli) Market on June 30 last.

A team led by Lower Subansiri DC, Nila Mohanan, SP Pushpendra Kumar and Superintendent of Tax and  Excise Kojar Nake along with police personnel and other departmental officials seized the items while conducting a checking drive against unauthorized possession and sale of Beer and IMFL under section 57 and 58 of Arunachal Pradesh Excise Act. ANSU says no to mobile phone in schools

ITANAGAR, Jul 4: All Nyishi Students’ Union (ANSU) appealed to all students of Nyishi dominated areas, specially students from various schools of the capital complex both Government and private/public schools not to use mobile phone during class hours and in school campus in order to maintain discipline in school surroundings.

ANSU requested the school authority to strictly enact rules and  regulations to stop students from using mobile phone within the campus and appropriate action should be taken against those students who are found to using mobile phone. It asked students’ welfare committee (SWC) of various schools to cooperate school authority in maintaining proper discipline in school campus.

ANSU also decided to pay surprise visit to all the schools to check use of mobile phones by students.

While requesting students to create an atmosphere that is conducive for study in school campus, ANSU asked them to follow the suggestions and instruction of their subject teachers.

The students union advised the students to be disciplined, sincere and hardworking to achieve the desired goal in life.

ANSU also suggested the students to desist from consuming all tobacco products.

Meanwhile, the students’ union urged the state government and Education Minister to provide sufficient textbook and teachers in all schools as per the requirement in the beginning of the academic session to avoid any problems in their academic studies.

It also demanded the state government to transfer teachers at remote schools of the state from schools of capital complex as teachers posted here are more than that of the required student-teacher ratio.

ANSU also urged authority of various schools to fix school fee as per guideline of Government of Arunachal Pradesh.

 

Institutions and degrees that

come easy Ojing Tayeng

ITANAGAR, Jul 4: Twin capital town Itanagar and Naharlagun are witnessing tremendous development vis-a-vis private educational institutions these days. These numerous institutions promising to offer quality education on various courses increased rapidly after the state government felt the necessity of quality and effective education system in recent past.

The government has also made B.Ed and DIET education compulsory for teacher’s job which is appreciated. And, in the back drop of government mandatory order, many graduate students and working teachers of government and private schools are undergoing B.Ed and distance education courses in various institutions within the state capital, who claimed to be affiliated with universities of other state.

Further, there is no parity in the tenure of course and system of education. Some of these institution issues B.Ed course certificate in one year while others in two years. Moreover, some of these institutions are not conducting regular classes, thereby indirectly hampering the state education system.

It is worth mentioning that, many Arunachal students, who have done their B.Ed course from such unrecognized institution from Assam and other state were rejected by the state education department here during department’s teacher interview, as their certificate were declared invalid by the education department.

The state education department is liable to check such institutions of the state and needs to serve notices to unrecognized institution to close down and stop admission of students till they secure recognition from the concerned authority duly recognized by the state education department.

Further, there are many school teachers, whose aggregate percentage is even below 40%, in class XII and Graduation. However, they are serving the education department after qualifying in the teacher recruitments examination.

But unfortunately, they can’t go through DIET or B.Ed course as the requisite aggregate percentage is above 45% for admission in these courses.

The education department also needs to look at such grievances of in-service teachers (Sarva Siksha Abhiyan or officiating teachers) or, they should be exempted from percentage barrier while taking admission in B.Ed or DIET course within the state, so that these group of teachers can also avail the opportunity of job regularization.

Besides B.Ed course, these institutions are also offering other technical and non- technical courses, which must be verified by concerned department for better education system. And apart from these numerous private primary, middle and secondary schools are also growing rapidly in the state.

If state education department is really striving to provide quality education in the state, such unrecognized institutions of the state should be declared unauthorized or black listed before our students get admitted and lured by the degree that comes easy.

It is also the task of the student unions to check credibility and functioning of such institutions and pressurize the government on the issue for their own benefits.

The student, before taking any decision on admission, should also check the credibility of the institute by looking at its affiliation, whether it is University Grants Commission (UGC) and National Council of Teacher Education (NCTE) recognized or not.

Hope the concerned minister, who emphasizes the importance of education as a transformational tool to mould and determine the destiny of state would take up punitive action to ensure quality education.

Reacting to the allegations leveled by All Kurung Kumey District Panchayat Welfare Committee (AKKDPWC) that the ZPM chairperson, member secretary and EE PHE Sangram division misused TFC grant of over Rs 1 crore, Gonia clarified that a decision was taken at a high-level meeting held on Nov 19, 2009 under the chairmanship of state chief secretary to use TFC fund in sanitation and water supply schemes and to engage PHE as executing agency of the schemes in absence of engineering cadre in the department of Panchayat Raj. Accordingly, the Zilla Parishad adopted resolution to implement the work at (Nade) New Sarli,  from the TFC grant funds in order to create big asset in the district and PHED department implemented the works including construction of buildings under BADP. He further clarified that  then Kurung Kumey DC had also inspected the work implementation and all staff and public expressed satisfaction with the implementation of work  for adequate supply of water.

Refuting the allegation as baseless and unreasonable, Gonia said that the said Committee is not  recognized with APPRCC.

Meanwhile, All Kurung Kumey Youth Association  termed the allegations as politically motivated and baseless.  Lauding the performance of Gonia, the association further said that  issue had already been discussed last year and the schemes are also properly implemented.

 

DoNER minister inaugurates

NE  Craft Museum

ITANAGAR, Jul 4: “While preserving traditional motifs on handicrafts, we should modernize the designs to woo urban consumers across the country by proper finishing and branding, Bijoy Krishna Handique, Minister of DoNER, said while inaugurating the North East Craft Museum at Guwahati today.

“We should also involve National Institute of Design (NID) on a more long term and sustainable basis for increasing the income of artisans”, Handique said.

This is the only Handicrafts Museum in the North East which has artifacts from all the North Eastern States including Sikkim.

Under the initiative of North East Handloom & Handicrafts Development Corporation (NEHHDC), the Museum has been financed by the Office of the Development Commissioner (Handicrafts) and set up in a 10000 Sq.ft. shed. Work on the Museum started in 2009 with the disposal of the old and heavy machinery and major repair works took up almost the entire year. Thereafter the works on the interiors were taken up and it took final shape in 2011. The Museum has a unique collection of basketries some of which are decades old.

J.P Sharma, Joint Secretary, Ministry of DoNER, Dr.Ravi Kota, Private Secretary to Minister and Mr.Jagadish Borah, MD, NEHHDC was among the dignitaries present in the inaugural function.

 

Health Mela 2011 at Namphai-I

ITANAGAR, Jul 4: GeoEnpro Petroleum Limited, Kharsang Oil Field and Alombro Mayu Yaku Chi Amey Aroga (AMYAA) NGO of Namphai-I, Miao jointly organized a Health Mela with free consultation and medicines at Namphai-I, Miao yesterday.

The Health Mela 2011 was officially inaugurated by the S. Roy CO, in the presence of Col. Chopra, GeoEnpro, Dr. A. Taluk, Medical Superintend, GeoEnpro, Team of Medical Staff from GeoEnpro, R. K. Paul Chawang, Secretary of AMYAA (NGO), Goan Burahs and Public Leaders.

The first ever Mega Health Mela organized for the benefit of patients from rural villages located in and around Namphai-I area immensely benefitted the people, especially to Women and Children, of the region who have very less excess to basic health care system.

The presence of 8 Specialist Doctors Dr. Rupjyoti Dutta (EndoLaparospic Surgeon), Dr. Foujia Hakeem (E.N.T), Dr. Arup Kalita (Medicine Specialist), Dr. Bimala Kalita (Gen. Medicine), Dr. Sushanta Baruah (Orthopaedics), Dr. Abyjit Cholek (Ophthalmologist – EYE), Dr. Jasmina Sharma (Gynae) and Dr. Rupam Paul (Paediatrics) added remarkable qualitative impact to the Health Mela facilitating the local population to have the rare opportunity of getting treated their various health related problems by specialist Doctors.

Inspite of unfavourable weather condition with heavy down pour at the start of the Health Mela, a total of 392 patients turned up to take advantage of the free Health Care facilities provided at their doorsteps.

 

Adopt long term policy to fight corruption: Org

ITANAGAR,  Jul 4: Pointing out the reported 2000 illegal appointments made in various government departments, All Arunachal Pradesh Anti-Corruption Organization (AAPACO) has demanded enquiry into the  illegal appointments allegedly made in Social Welfare, Women and Child Development department and department of tourism prior to 2009 assembly election.

Demanding cancellation all such illegal appointments, the Organization further said that minister and parliamentary secretary who were allegedly involved in illegal appointments in social welfare, women and child development department and tourism department  should resigned on moral ground.  

It further said short term and pick and choose policy is not a proper steps against corruption. The organization appealed to all concerned to take up long term vision, fight corruption and illegal appointments allegedly made in various departments.

 

Ronya qualified for fide

international rating

ITANAGAR, Jul 4: Dr. Rejum Ronya who participated in the recently concluded 49th National Challenger’s Chess Championship 2011 (National-B) at Maharashtra has qualified for fide international ratings. He is one of the top ten Arunachalee chess players to qualify for fide international rating.

Meanwhile, after attending the 49th National Challenger’s Chess Championship 2011, All Arunachal Pradesh Chess Association President Dobin Doke and General Secretary Tamchi Kache attended the All India Chess Federation, Annual General Body Meeting at Chennai on June 30 and placed their grievances.

In respond to their appealed, AIFC Secretary and other executive members has accepted to re-recognize the AAPCA, which was earlier temporarily de-recognized by AICF due to non-payment of annual subscription.

The release further informed that AAPCA would conduct Chess coaching at Itanagar.

 

Effa assures best efforts  for

promotion of sports

ITANAGAR, Jul 4: The newly appointed Chairman of Sports Authority of Arunachal Tungri Effa said that he would put best effort to uplift the games and sports activity in the State.

Effa, who visited the Directorate of Sports and Youth Affairs office at Chimpu and interacted with the officials of the Directorate today opined that the youth of the State are bestowed with enormous talent but the could not make a mark in international events excepting few disciplines due to lack of proper facility.

The Chairman hoped that the present Chief Minister, who was a good sportspersons and a keen lover of sport and also the President of Sports Authority of Arunachal, would take keen interest on promoting Games & Sports.

The Chairman also suggested the Director to conduct a meeting at the earliest involving all the Sports bodies of the State so that ideas are exchanged for future course of action.

Director Sports and Youth Affairs D K Dinglow explained in details the achievements of the Department down the years. He also highlighted numerous problems being faced by the Department which is hindering them to function fully. The Director expressed high- hope that with the appointment of the new chairman, the Sporting activities in the State would touch a new height and the young boys and girls would do better and would fetch more medals in regional, national and international arena.    

Assistant Director Tadar Appa and a host of coaches, including S Deven Sharma (karate), Kumar Doka (weightlifting), Deepak Gurung (Taekwondo coach), Gyamar Jill (Football ), RK Jaiswal (kho-kho), Gangadharan A(kabaddi ) were also present on the occasion.

 

Ministerial office automation computer course started at NIC Khonsa

KHONSA, Jul 4: An office automation computer course for all ministerial staff of Tirap district began at NIC, Khonsa today.

The training programme was inaugurated by Tirap DC, Wangliam Lowang at DC’s conference hall amidst a huge gathering.

In his inaugural address, Lowang   asked the ministerial staff to take the training with seriously adding that they must be well-versed with the basic use of computer in this fast-growing computer age. With the introduction of computer in offices, office work had become faster and efficient, He said.

The 15-day training is also being attended by ministerial staff from outpost.

The computer training is being conducted by DIO, Ajay Kr Singh of NIC unit of Tirap district and Coordinated by Gawang Sumpa. DIPRO.

 

Appeal to education minister

ITANAGAR, Jul 4: Highlighting the numerous problems being faced by the people, particularly students community of Dambuk sub-division, Dibang Adi Students’ Union (DASU) has appealed to the education minister to declare Dambuk as catchment area of J N College, Pasighat and issue necessary directives to subordinate authorities for admission of Dambuk students in J N College.

In a memorandum to the education minister, the union said that it is almost impossible for  Dambuk students to cross river Dibang during June to September  to reach Tezu for getting admission in Govt Indira Gandhi College, Tezu, which is around 250 km away from Dambuk. On the other hand, the distance between  Dambuk  and Pasighat is only 50 km, the union said and appealed the minister to  facilitate admission of Class XII students of Dambuk in J N College for the session -2011-12.

 

Water supply project inaugurated

DAPORIJO, Jul 4: Water Supply Project at Maro was inaugurated by Upper Subansiri deputy commissioner A. Abhyankar, DC today in presence of departmental engineers, panchayat leaders, GBs and public of Maro.

DC while appreciating the project, lauded the department in setting examples in the district. He also emphasized on sanitation particularly use of Sanitary Toilet, discarding Kutcha Toilets for a healthy living, by availing facilities under Total Sanitation Campaign.  

With the completion of project, the long felt scarcity of water supply in the area has been resolved which will pave way for proper development of the CO Hq.

The project under National Rural Drinking Water Programme (NRDWP) will cater water demand of general public and various establishments of newly created CO Hq. Maro, under Upper Subansiri District.

Er. N. Konia, EE PHED, while appreciating the co-operation of contractors and general public in implementing the project, urged the people to help the department in providing services.

P. Gongo, ZPM on behalf of people of the area, thanked the department for proper implementation of the project.

An open letter to His Excellency

Dear Editor,

Through this letter I would like to thank you for getting done the clearance work on Miao-Vijoynagar Road, without undermining the great contribution from  former Late Chief Minister, Present  CM, former Finance Minister, PWD Minister, Chief Engineer (Eastern Zone), local MLA (Chairman, APMDTCL) and all those who had made great contributions for the work. Being a fan of you, I am always convinced and believe that you are a “man of action”, and it was your consistent follow-up which had speeded the much needed project.

However, your Excellency, converting it into all-weather road is the only solution for the age-old communication problem for the neglected Vijoynagar region. And we very much hope and pray that you will take personal interest in fulfilling the much needed all-weather road to connect the neglected Valley with the main stream.

Your Excellency, apart from road communication bottleneck, the second and the third problems needed to be attended for the neglected Valley are Health and Education. There are more than 5000 people living in the Valley but till date there is only one PHC located at Circle headquarter for the whole region with no regular-staying doctor, insufficient staffs and medicines. Dr. Mope Loyi was the only one who stayed and served for more than 4 years.

Till now the villagers had never seen any kind of Immunization or Vaccination programs except Polio Drops. We have never known any kind of NHRM programs till date in the Valley.

As there is no any kind of health facility especially in Gandhigram (Shi-di) village and other nearby villages which have more than 2000 population, the Life Care Foundation (Mission) has been providing Health Relief with medical supplies in these neglected villages since 2008. And recently during Feb-March’2011, Medical Camps were held in 5 different places benefiting many sick poor villagers. Furthermore, we also had approached MUSKAN for kind assistance in our noble works for which we are hoping very much for positive response from them also and that will directly benefit the poor and sick neglected villagers of the Valley, thus giving new life to them.

Your Excellency, We very much need a Guardian-Statesman of your caliber in the coming terms also and for us you have become an example of a “working Governor” who is committed for the welfare of the State and prosperity of the people. And through your blessings, we have a high hope for a permanent solution for Health and Educational problems in the Valley.

Improve BSNL service

Dear Editor,

The BSNL service under Longding additional district headquarters is going from bad to worse. There is no network for months together and the entire region remains cut of from the rest of the world.

Besides inconvenience caused to general public, the network failure has severely hampered the smooth functioning of the public offices. When the BSNL has totally failed in its duty, we are thankful to the postal department, as all official correspondence are done through this department though in sluggish pace. The public on several occasions met the BSNL GM  and requested him to improve the network service but to no avail. The technicians of Longding BSNL office has no clue of the technical snag and unable to disclose the actual reason of regular network failure. Their most irresponsible but obvious reply would be “we are also suffering’. On the other hand the local administration, which is also suffering from irregular BSNL service, they make the network failure a lame excuse to remain out of station. Longding  shares porous border with Myanmar and inter-state boundary with Nagaland. Poor telecommunication system is  contributing to deteriorating law and order situation of the region.

On many occasions crucial information are delayed because of poor telecommunication in the area. The people inhabiting this area are peace loving and law abiding. They do not belief in forceful assertion of their rights. However, their silence should not be misconstrued as their weakness. So before the thing turn bitter, the concerned authority must act in the interest of all concern.

I once again request the Regional Manager, (NE) BSNL and his subordinate officers of the region to work in this direction to improve the BSNL network in Longding and its adjoining area at the earliest.

Choose other means to seek justice

Dear Editor,

It has been observed that one organization or other calls bandh around the state for a cause which is meant for us but in fact it hampers our daily activities.

Apart from problems being faced by the general public, daily wage earners, patients during medical emergencies and students   who are appearing examination are facing difficult time during such bandh.

Keeping these things in mind it would be more appropriate for the bandh callers to choose other means to get justice. There are lots of possible ways  to seek justice such as peaceful demonstration, direct talk with concerned authorities, through legal procedure and hunger strike. These methods might be difficult to accomplish yet more effective and efficient way to get justice. Moreover, such democratic process will not hamper the daily activities of general public. Hope, the bandh callers will think seriously before calling a bandh.

No more bandhs please

Dear Editor,

A severe loss to our state government and poor people, but there is still no understanding by ANSU and NES whereas I also being an Arunachalee would support for a peaceful Dharna instead of Bandh Call.

ANSU and NES are for betterment of People not for harassment of all other people. What we get by frequent bandh calls?

Where are the Nyishi intellectuals, the parents? Why they are not showing the way for betterment of people.

People in other state also read our local newspaper and they ask is it true that Arunachal has become a land of bandh call and union because every union is giving the ultimatum of bandh call. What does our state get by these calls? Therefore I request our ANSU and NES not to continue with the 3rd phase. you can go ahead with a peaceful dharna.
